Chandler Rapson


Chandler Rapson brings approximately 15 years of healthcare, insurance and financial industry experience to his role guiding the asset management firm’s strategic direction. Rapson is chair of Rainmaker Partners as well as a managing partner and co-founder of Star Capital Partners, LLC, a private equity firm specializing in healthcare and healthcare technology.

Chandler is also chairman and co-founder of Star Administrators, LLC, a third-party administrator that is currently enjoying explosive revenue growth driven by a ten-fold increase in membership in less than 24 months. Rapson is vice chair of 340B Technologies, Inc., where he secured the company’s most significant contract with the nation’s largest Medicaid provider and negotiated ownership and control of its current intellectual property. He was previously president of ArroHealth (Formerly MedSave USA) and president and CEO of First Service Administrators, Inc.



Cathy Powell-Voigt

Executive Chair

Cathy Powell-Voigt brings more than two decades of executive experience in managing and growing technology operations and value-based business strategies to her role at FacilityONE. Her expertise spans cutting-edge areas of innovative government programs and commercial managed care.

In addition to her role with FacilityONE, she is executive chairman and CEO of Star Administrators, Inc., an innovative organization that works with health systems to advance their operational performance, achieve growth and performance targets and meet regulatory requirements.

Previously, Powell-Voigt was vice president of implementation at Evolent Health, where she worked with some of the nation’s most prestigious hospital systems to implement provider-sponsored health plans.

Prior positions also include several leadership roles with WellCare Health Plans, including vice president of market expansion and operations. In that role, she managed health plan growth and strategy, procurement, corporate capital planning and regulatory implementations including the Affordable Care Act. Powell-Voigt, who holds an MBA, was previously head of operations at AMS Benefits and held several key positions with USAA including information technology senior business analyst.




Renee Farmer

Chief Marketing Officer of FacilityONE®

Renee Farmer is the co-founder and president of RainMaker Partners, a consulting company focused on healthcare and technology as well as the managing director at Oberon Securities, a broker-dealer firm in New York City. Previously, Farmer was a vice president in Investment Management at Goldman, Sachs & Co. working with ultra-high net worth investors on their private portfolios.

Renee spent 10 years in asset management and business development, including serving as senior general manager of Westfield Group, a Real Estate Investment Trust that owns and manages regional shopping centers. Farmer is on the Board of Trustees of Forty Carrots and serves with the BIG initiative of the Gulf Coast Community Foundation. She is also on the Board of Advisors for Kidbacker, LLC, as well as the University of South Florida Center of Entrepreneurship.



Wayne Watters

Wayne Watters is the senior vice president and external affairs with WellDyne, Inc. and principal of Hunt-Watters, LLC, which provides business, governmental and political consulting services, who brings more than 40 years of experience working with some of Florida’s most innovative and successful businesses, industries and government leaders.

Wayne was COO of The Cassidy Organization, Inc., which is involved in land development, hotel development, construction and utilities; president and founder of Flagler Holdings, Inc., a private investment firm; and general manager of Wayne C. Watters LLC, which provided government relations, management and business consulting services to industries including healthcare, technology, economic development and building materials. Watters served as deputy commissioner of the Florida Department of Agriculture, legislative director of the Executive Office of the Governor of Florida and executive assistance for the Office of the Senate President of the Florida Legislator.



Tom Wohlford, FACHE

Tom Wohlford brings more than 30 years of senior executive experience in provider and payer organizations and healthcare technology firms working with hospitals and health systems in metropolitan and rural markets. He has guest lectured on healthcare topics at Georgia State University, Emory University and Mercer University, and provided background briefings on rural healthcare issues to U.S. Congressional staff. Wohlford, who served on the National Leadership Coalition for Healthcare Reform and Governor’s Healthcare Strategies Council for Georgia, currently advises small and mid-size companies on business development and execution strategies in the healthcare marketplace.




Dr. Robin Alston

Chief Technology Officer

Dr. Robin Alston, the architect of the innovative FacilityONE solution, oversees and manages the entire technology team. Since 2003, he has guided all technology development at FacilityONE. This includes the revolutionary UNITY™ interface along with the SMARTPRINT® and work order technologies. In addition he has been responsible for the infrastructure design in support of FacilityONE’s cloud-based solution.

A technology veteran with more than 30 years experience, he has worked with Internet technologies both in the U.S. and United Kingdom. During his career, he has contributed to several important industry organizations, including the Object Management Group, Open Software Foundation and UNIX International. He holds a PhD, MSc and a BSc in Electrical and Electronic Engineering from the University College in Swansea, Wales.


Cherie Kopp

Vice President of Business Operations & Administration

Cherie Kopp has more than 25 years of experience in business management, with a key focus on business operations & finance. As the VP of Business Operations and Administration at FacilityONE Technologies, she manages accounting, finance, business operations and human resources. Her experience includes developing and implementing processes and procedures to support operations and administration for two of Louisville’s largest electrical contracting firms, specifically focused on areas of accounting, personnel, administration. She attended the University of Louisville, with a concentration in business administration, and has completed coursework in paralegal studies.



Rick Dresselhaus, CHFM

Vice President of Client Services

Rick Dresselhaus oversees and manages the implementation, client support and account management for FacilityONE Technologies customers. With client-focused attention to detail, he and his team work closely with the technical team to communicate clients’ current workplace needs and deliver effective solutions. Toward that end, he played a key role in developing FacilityONE’s current work order management system and provided facilities development, capital project management and interim facility manager services for a large hospital network.

He has more than 30 years of management experience in electrical construction and maintenance, particularly in the design and construction of hospitals, industrial facilities and other major commercial projects. He is a member of ASHE, KASHE and is recognized by the American Hospital Association as a Certified Healthcare Facility Manager (CHFM).
